Ray Baker: Leading county budget operation in difficult financial era

Ray Baker has spent more than three decades working across Miami-Dade County government, building a career that has moved through policy, internal operations, cultural institutions and now the core financial engine of county government. Today, he serves as director of the Miami-Dade Office of Management and Budget, where he oversees the development and coordination of the county’s multibillion-dollar fiscal plan at a time when public agencies are balancing rising costs, shifting mandates and evolving service demands. His appointment earlier this January marked a return to one of the central offices where his career began, placing him at the center of how county priorities are translated into dollars and services for more than 2.7 million residents.

Mr. Baker’s path into public service was shaped early by family influence, with both of his parents working in the public sector and introducing him to the idea of government as a daily service enterprise rather than an abstract institution. After graduating from college and entering county government at age 22, he was drawn to the breadth of work happening across Miami-Dade’s departments and the shared responsibility behind keeping a large, complex local government functioning. Over time, he said, that early exposure was reinforced by supervisors and mentors who emphasized the impact of public service and the importance of operational integrity across departments.

Much of Mr. Baker’s career has been spent in roles that provided a wide-angle view of county operations, including positions in the Office of Management and Budget, Internal Services and the Miami-Dade Public Library System, where he ultimately served as director. In that role, he led a 50-branch system serving millions of residents, overseeing both traditional library services and expanding digital access initiatives. He has described that period as especially formative in its emphasis on public-facing service delivery, capital planning and organizational leadership, and in strengthening the library system’s role as a community anchor and interdepartmental partner.

In his current role leading the Office of Management and Budget, Mr. Baker is responsible for helping shape and manage the county’s annual operating and capital budget, a process that guides spending across every department and service area, from transportation and public safety to parks, libraries and infrastructure. The office also manages debt and bond programs, oversees federal and local grant coordination, and supports long-term financial planning aligned with the county’s strategic priorities. This year’s $13.233 billion budget cycle has required continued attention to structural fiscal pressures, including rising operational costs and the transition of certain functions to newly independent constitutional offices, while maintaining core service delivery and long-term financial stability.

As he steps further into the role, Mr. Baker has emphasized responsiveness, preparation and collaboration across departments as central to his approach, noting that much of the work involves constant coordination, rapid issue-solving and forward planning. Looking ahead, he said he hopes to build an office viewed as transparent, innovative and highly responsive, both to internal partners across county government and to the residents who ultimately rely on the services those budgets support.
