Miami-Dade charter review team calls for multiple changes

County commissioners this month may put recommendations of Miami-Dade’s Charter Review Task Force on the ballot for public approval. The task force held its final meeting last week to discuss its report that proposes amendments to the county’s Home Rule Charter.

Recommendations include revisions due to new elective county constitutional offices, adding an independent salary commission, amending commissioner term limits, revisions in how to call an election to fill a commission vacancy, municipal qualifying dates, ineligibility of an appointed commissioner to run in the next election, and creating a boundary commission.

Task force members, who have been meeting since last July, recommended that no changes be proposed to the charter’s provisions relating to the Urban Development Boundary.

“I’m the chief administrative officer for Mayor Daniella Levine Cava and, on behalf of our esteemed mayor, I just want to congratulate you all for making it to the end of this critical process of reviewing Miami-Dade’s Home Rule Charter,” Carladenise Edwards told the task force.

“What you’ve done is made this document suitable to serving the future needs of our residents, and this entire community and the mayor really wanted to be here to thank you for your dedication for updating the charter to making it a better document. It is really our constitution; it’s what helps us serve the community every day and every night and what you’ve done has not gone unnoticed,” she said.

“This is a very diverse and impressive group, and I know your thoughtful insights and perspectives will make our public service much stronger,” she said.

The task force was appointed to suggest changes to the charter. After 15 meetings, the group made recommendations to the county commission for review. Commissioners then will decide which proposed changes will go on an election ballot for voters, who alone can actually make any charter changes.

Assistant County Attorney Michael Valdes said he expects the final recommendations report to be on the agenda of the May 19 commission meeting.
