‘Rent free’ vacant storefronts in Miami Beach go begging

Owners of vacant Miami Beach storefronts are rejecting a city incentive to bring artists and non-profit cultural groups to fill the empty spaces due to liability fears.
The city-funded Open House program isn’t doing particularly well “because owners don’t want to assume liability,” Commissioner David Richardson told a committee Friday. He asked Economic Development Director Rickelle Williams what the city could do with unutilized storefronts.
