Outsourced bus routes fill in service cutbacks at lower cost

Better bus service is coming to six Miami-Dade districts to relieve transit riders inconvenienced by prior cutbacks, but systemic problems of funding, coverage and employment persist, county commissioners, transit union members and residents say.
