Hearing to examine Ludlam Trail funding via property value gains

A hearing will dissect plans to use property value increases to fund the 5.8-mile Ludlam Trail, which is to turn a former railroad spur into a bicycle and pedestrian corridor.
County commissioners last month preliminary OK’d a Ludlam Trail Corridor District, where property tax increases above 4.5% would be swept into a trust to benefit the trail. In one stretch in Miami city limits, the city would keep 15% of the municipal increase.
