Goalposts knocked down for 35,000-rider transit upgrade pledge

When Miami-Dade commissioners chose to upgrade the South Dade Transitway with bus rapid transit (BRT) more than two years ago, they included a caveat: Once weekday daily passenger trips hit 35,000, the corridor will be converted for Metrorail.
It was seen at the time as way to appease advocates for rail on the route, which many consider a long-unkept promise tied to the 2002 ballot item that created the countywide half-penny tax.
