Former Miami Mayor Joe Carollo returned to office Tuesday, winning a runoff race for the commission seat that had been held by his younger brother Frank Carollo, who was prevented by term limits from running again. Joe Carollo defeated Alfonso ‘Alfie’ Leon for the post, winning 2,408 votes, 52.75% of those cast, to Mr. Leon’s 2,157, or 47.25%. Of the total of 30,338 registered voters in the district area, 15.12% cast ballots in the runoff election, the only measure being contested in the county on Tuesday.
