FROST OFFERINGS
   The Patricia & Phillip Frost Art Museum's newest offerings include "EAST/WEST: Visually Speaking," "Who's Counting" and "Temporal State of Being." "EAST/WEST" showcases the works of 12 Chinese artists and aims at merging the visual languages of the two regions. Ends Sept. 11. UNDERGROUND ART
   The Wolfsonian-Florida International University presents "Art for All: British Posters for Transport." Organized by the Yale Center for British Art, the exhibit features posters created as part of an ambitious effort by the London Underground to encourage ridership on public transportation.
