FALSE ALARM?

   Jill Ciment, author of "Heroic Measures," comes to Coral Gables to read and sign her latest novels. Set in a post-Sept.11 New York City, a gasoline tanker is stuck in midtown Manhattan creating fear of another terrorist attack.
