Philippe Vinogradoff helps nurse France's relationship with US as consul general with office on Brickell Avenue

   As the French people prepare to elect a new president April 22 in a tightly fought race among conservative, socialist and centrist candidates, there is an increased interest on this side of the Atlantic in how US-French relations might evolve.
   Playing an important role in fostering better understanding between his country and this part of the US is Philippe Vinogradoff, who since August 2005 has been serving as consul general in Miami.
   Mr. Vinogradoff, 51, whose diplomatic and consular career has taken him to Kenya and several Latin American and US cities in increasingly more senior posts, spoke of his role in nurturing French-American relations and serving the French expatriate community here in an interview with Miami Today international editor Michael Hayes at the consulate general on Brickell Avenue.
