Former Miami Beach mayor Neisen Kasdin continues career in public service as new head of Beacon Council

   An attorney specializing in land-use law, real estate development and urban planning who is a former commissioner and mayor of Miami Beach took office Oct. 1 as chairman of the Beacon Council.
   He is Neisen Kasdin, who has laid out a set of ambitious goals and objectives for his one year at the helm of Miami-Dade's economic development organization.
   Mr. Kasdin, subject of a Miami Today profile in December 1997 as he began his term as mayor, was revisited last week by Miami Today international editor Michael Hayes in an interview in which he detailed his new community role.
