SUMMER SHORTS FESTIVAL
   City Theatre will hold its Summer Shorts festival to showcase more than 24 original short plays and the premiere of "Short D'oeuvres," plays lasting only a few minutes. The festival will include dining packages, family activities and a free marketing seminar to be followed by a political forum for discussion with the Miami-Dade County mayoral candidates. THEATRE FESTIVAL
   Teatro Avante and American Airlines hold the 19th annual International Hispanic Theatre Festival, a two-week event to showcase theatrical productions taken from the Spanish and Latin American stages. The festival brings the productions to Miami, Coral Gables, Miami Beach, Homestead and Fort Lauderdale and features post-performance forums after each opening show. Through Sunday. $25.
