SANTA'S ENCHANTED FOREST
   Large Christmas theme park is celebrating its 20th birthday. Celebration will include a giant cake, and the setup of a "Wish Box". 5 p.m. - 12 a.m. Tropical Park, at Bird Road (SW 40th St.) and the Palmetto Expressway, Miami. CHILDREN'S CONCERT
   Educational and entertaining concert will feature children's "edu-tainer", Mr. Al's, newest releases "Kids Rock Too" and "Put Your Groove On". For children in elementary and preschool.
