Here’s an idea, just off the top of my head: perhaps The Powers That Be could market the trolley to a certain market who use it as an alternative to get into the urban core. Partner with lots and ramps around the city and share a portion of the income to subsidize the trolley. Trolleys could stop at those designated parking locations to then bring people into the urban core. Technically, the trolley would still be free, it provides an affordable way for people to get into the city, and gives an extra boost to lots/ramps on the fringes of downtown that may otherwise go unfilled.

Some people would use their car to go to the places, so more traffic, less parking, more noise and polution. Make it 50 cents or 1$
